One of the most important military duties that will rest upon the people of the United States, in the conduct of the War, will be to produce a surplus of food. We must have enough not only to meet our own proper needs at home, but also to aid in feeding the armies and the civil populations of the countries of Europe with whom we have cast our lot. President Wilson, in his recent appeal, emphasized this fact by declaring that upon the tillers of the soil "in large measure rests the fate of the War and the fate of the Nations."
